The Zonal Center for Technical Education and Staff Development (ZCTESD), Mindanao, located at the University of Southeastern Philipppines, Davao City, is one of the four Centers for Technical Education and Staff Development in the country.

          The establishment of the Center was part of the technical and vocational education project components pursuant to schedule 6, paragraph 10 of Loan Agreement No. 531-PHI.

          The Center for Technical Education and Staff Development-Mindanao was duly institutionalized under DECS Order No. 29, s. 1988. It is administered as a semi-autonomous unit of the institution, the University of the Philippines. It shall be guided by policy and program directions from the Office of the DECS Secretary through it advisory board to ensure its effective role in the national technical and vocational education system. The Center is headed by an Executive Director who shall see to it that all programs geared toward improving the quality of technical and vocational are implemented in accordance with performance standards set by BTVE, DECS.
