The ZCTESD-Mindanao takes care of all programs geared toward the improvement of the quality of technical-vocational education such as:

a) Staff Development (short-term upgrading),
b) Curriculum Materials Development,
c) Research and Innovation, and
d) Facilities Development.

The Center's immediate area of concern is Staff Development, particularly skills training and upgrading of technology teachers and administrators of the four Technician Education Institutes in Mindanao, namely:

1. University of Southeastern Philippines, Davao City,
2. North Cotabato College of Arts & Trades, Kidapawan, North Cotabato,
3. Surigao Norte College of Arts & Trades, Surigao City,
4. Zamboanga City Polytechnic College, Zamboanga City.

Since its establishment in 1998, the Center for Technical Education and Staff Development has conducted several skills training and upgrading programs in various technology areas. The targeted clientele included instructors and administrators from the different Technician Education Institutes and Priority 1 Technical Vocational Schools in Mindanao.

The Center also caters to the institution building needs of all technician education institutes and other technical-vocational schools in Mindanao.
