The University of Southeastern Philippines, under Batas Pambansa 12, is mandated to promote research and extension services in science, agriculture, forestry, fisheries, engineering and industrial fields and other course needed in the socio-economic development of Mindanao. As a University, it has four-fold functions, namely; instruction, research, extension and production.
The stimulating effect of research provides support to the instruction and extension functions. Knowledge gained through research will be imparted to the communities through extension activities. These will be focused on continuing education and livelihood programs, in close coordination with LGUs, people’s organizations and other stakeholders for manpower development and entrepreneurship. Eventually, these will contribute effectively in people empowerment, equipping them with necessary knowledge, values, skills and competencies, and entrepreneurial abilities, to promote self-reliance, greater productivity and better communities.
As a research University, the RDE agenda were aligned with the current thrusts of the Philippine agenda, the regional agenda and its partner agencies in order to delineate its contribution towards science and technological advancement. The USeP came with six (6) workable RDE agenda to work on for the next five years (2017 – 2021).
Agendum 1 – Climate Change
Theme 1: Issues on Global Warming
- A global natural phenomenon characterized by an increase of global temperature affecting biodiversity, food production and peoples’ way of life. This phenomenon can be aggravated by human activities.
- Research and extension programs/projects which include adaptation, prevention/mitigation and health effects of global warming.
- Areas of studies: a) adaptation – development of adaptation technologies, global warming adaptation (development of practices, environmental and biodiversity support, coastal area preparations, etc.), sea water intrusion to fresh water source, and community adaptation; b) prevention/mitigation – technological mitigation, carbon sequestration, carbon source reduction, and comprehensive geographical specific biodiversity assessment; and 3) health effects – waterborne and airborne diseases, and other health related effects of global warming to man, crops, & livestock.
Theme 2: Disaster Risk Management
- Research and extension programs/projects which include preparedness, prevention and mitigation of natural disasters.
- Areas of studies: a) modelling and forecasting of climate change related disaster; b) scenario building for disaster management; and c) vulnerability assessment studies (socioeconomics, agriculture, environmental, comprehensive identification of disaster risk areas – e., landslide, flood and fire risk).
Theme 3: Pollution Control
- Research and extension programs/projects which include environmental issues that affect the land, air and water.
- Areas of studies: a) ridge to reef assessment; b) valuation studies on pollution; c) biological remediation; and d) development of technologies for waste utilization.
Theme 4: Enhancing Indigenous/Renewable Energy Source and Energy Source
Conservation and Efficiency
- Research and extension programs/projects which lead to an increase in renewable energy sources for cost saving, balance energy mix of environment friendly and ensuring a sustainable energy supply.
- Areas of studies: a) exploration of other bio fuel sources; b) identification of areas suitable for wind farms and other energy sources; c) improve the solar pv module’s conversion efficiency; d) localize fabrication of technologies for energy production; e) policy studies (documentation of practices on energy conservation); and f) accreditation of energy auditors (development of accreditation instruments).
Agendum 2 – Sustainable Agriculture
Theme 1: Biotechnology
- Research and extension programs/projects on scientific techniques focusing on modifying and improving plants, animals, or microorganisms aimed at enhancing their value.
Theme 2: Food Production and Security
- Research and extension programs/projects which include the use of S&T-based technologies for enhanced production and processing of food to ensure its availability, access, affordability and use.
Theme 3: Halal Development
- Research and extension programs/projects on the adoption and implementation of Halal-certified management systems and practices in the production, preparation, processing and marketing of food and beverages and non-food items. Support mechanisms for Halal-based enterprises are also included.
Theme 4: Farm Mechanization and Automation
- Design, fabrication and utilization of appropriate farm facilities, machineries, equipment, tools and technologies for the production, harvesting, and management of crops and farm animals to increase farm yield and income.
Theme 5: Urban Agriculture
- Research and extension programs/projects about development, promotion and implementation of vegetable and ornamental gardens and planting of trees, utilizing vacant lots, vertical spaces, waste materials and containers primarily for supplemental food and beautification purposes.
Agendum 3 – Policy Studies
Theme 1: Industry Analysis
- It involves reviewing the economic, political and market factors that influence the way the industry develops. Major factors can include the power wielded by suppliers and buyers, the condition of competitors, and the likelihood of new market entrants.
- It will focus on three major industry groups: 1) Agriculture, Fishery and Hunting; 2) Industry (Mining and Quarrying, Manufacturing, Construction, Electricity, Gas and Water Supply); 3) Service (Transportation, Communication, Financial Intermediation, Real Estate, Renting and Business Activity, and other Services – education).
Theme 2: Peace Process
- Review and identify effective political process in which conflicts are resolved by peaceful means. Which includes a mixture of politics, diplomacy, changing relationships, negotiation, mediation, and dialogue in both official and unofficial arenas.
- It will focus on: 1) Conflict Resolution (including documentation of the conflict resolution of different tribes); 2) Re-integration programs and other peace building activities; 3) Internally Displaced Persons (IDPs); and 4) Social Revitalization.
Theme 3: Feasibility Studies
- Assessment of the practicality of a proposed project. Focusing on the following areas: technical; economic; legal; operational; and scheduling.
Theme 4: ASEAN Integration
- Evaluation/Assessment of the ASEAN Economic Community having a single market and production base, allowing the free flow of goods, services, investments, and skilled labor/job matching, and the freer movement of capital across the region.
- Studies on the ASEAN Integration focus on its three community pillars: 1) political security; 2) economic community; and 3) socio-cultural community.
Theme 5: Quality Assurance
- It is an organization’s guarantee that the product (including students) or service it offers meets the accepted quality standards. It focuses on the following areas: accreditation; certification; and monitoring and evaluation (including evaluation of existing programs).
Theme 6: Branding Mindanao Products
- Branding is a marketing strategy that involves creating a differentiated name and image in order to establish a presence in the consumers mind and attract and keep customers. It shall focus on the following areas: 1) One Town One Product (OTOP); 2) Regional Priority Crops/Products; and 3) trademarking.
Theme 7: Institutional Development
- Researches about strengthening the USeP organization to effectively generate, allocate and use human, material and financial resources to attain the University’s objectives on a sustainable basis. Specifically, it involves studies on how the University responds to social needs; emphasizes student-centered learning; upgrades physical structure for teaching and learning; strengthens continuous quality assurance programs for faculty and staff; strengthens research and extension activities; fosters areas of excellence; improves the cost-effectiveness within the University; and compensates inadequate resources. Also, it includes extension services that will enhance and improve the image of the University.
Agendum 4 – Socio-Cultural
Theme 1: Socio-Cultural Knowledge and Practices
- Research and extension programs/projects that focus on the improvement of health, education and governance; preservation of language, history, culture and environment; and allow economic participation among indigenous groups. This may also include Indigenous Knowledge Systems on Disaster Risk Reduction and Climate Change.
Theme 2: Gender and Development
- Research and extension programs/projects that lead to policy enhancement or formulation and for GAD mainstreaming (GTS, laws, etc.) activities. This also includes researches that would assess the integration of GAD in the curriculum, job creation, and evaluation of GAD fund utilization.
- It focuses on studies on gender fair language usage for the development of Information, Education & communication (IEC) materials; identification of reproductive health concerns & issues (STDs, HIV etc.) for policy formulation & program intervention; addressing gaps about men and women’s contribution towards sustainable development as basis for implementation of programs, projects, activities and policy formulation; and data collection and analysis of sex-disaggregated for GAD mainstreaming.
Agendum 5 – Manufacturing and Production
Theme 1: Geotechnical Studies
- Geotechnical studies focus on natural geologic hazards like landslide and flood. Also, to identify local faults and its potential adverse effect for necessary mitigating measures.
Theme 2: Mineral Resource Development Studies
- Mineral Resource Development Studies position its contribution to the development of knowledge and science in recognition of the unique geology and mineralization of the country. To develop and harness the mineral potential, this will include studies on economic, environment, social and mining technology and geosciences studies. Also, this will include assessment on the hazards brought by mining in the host communities.
Theme 3: Information System (Software)
- Researches in the field of information systems include collection, organization, storage and retrieval of information involving people, processes and organizations.
Theme 4: Embedded System (Hardware)
- Researches involved in Embedded Systems include the design and development of an electronic system that is integrated to a larger mechanical or electrical systems (i.e. embedded electromechanical device for various applications).
Theme 5: Agro-Industrial Machinery
- Research and extension programs/projects on agro-industrial machinery include: technology needs analyses; design, development and fabrication; testing, evaluation and utilization; mechanization; and automation of farm equipment, devices and machineries leading towards an integrated farming system.
Theme 6: Material Science
- Material science is a research study which aims to focus on low cost materials that will improve efficiency and life span of materials in the field of manufacturing and production.
Theme 7: Industrial Safety
- Industrial safety on manufacturing and production is a field of research that deals on adherence to safety standards and continuous updating of safety manuals and relevant safety practices.
Theme 8: Green Technology
- Research area that concerns on the protection and preservation of our endangered environment as such it encourage to conduct research on the other uses of Solar PV Development Technology, Micro-hydropower technology development. Health wise it will also explore the many benefits of adopting an improve organic farming technology as well as the advantages of complying to EnMS ISO 5000, to industries such as Cement factory, Steel Plants, Biotech, Sugar mills, water districts and food and beverages.
Agendum 6 – Emerging Trends
- It involves research and extension programs/projects that would embrace technological advances to improve productivity, compete against rivals in the market, and maintain an edge with customers who are seeking gains from innovation. This includes the Internet-of-Things (IoT) technology which allows devices to communicate with one another automatically without human input and is having a profound effect on the manufacturing/production sector.
- It also involves research and extension programs/projects which intend to explore approaches towards new trends on renewable energy and energy efficiency deployment that would result to energy security, climate change mitigation and economic benefits.

In support to the national greening program (Executive Order No. 26) of the president benign S. Aquino III, the School of Applied Economics (SAEc) has initiated the Urban Greening Project in partnership with the Department of Environment and Natural Resources (DENR), – Community Environment and Natural Resources (CENRO) East and Communal Elementary School. This executive order was issued ordering and declaring the implementation of a National Greening Program as a government priority. The program shall plant 1.5 billion trees covering about 1.5 million hectares by 2016.
SAEc was able to adopt two urban areas to implement this national program. Last September 15, 2012 a tree planting activity was held at the Davao International Airport, Cabantian Road, Buhangin. Sixty-five participants composed of students, faculty and DENR officials participated in the said activity.
Two- hundred narra and mahogany trees were planted at the side entrance garden of the airport. During the occasion, a MOA signing was also conducted between DENR and SAEc, this is to formalize the partnership and to ensure the sustainability of the program.
The barangay is considered to be local government unit closest to the people in terms of access and proximity, its roles in local service delivery cannot be undermined. Barangay leaders are key players in national development for they have highly significant roles in shaping the destiny of a community, as well as the city as a whole.
That barangay needs to incorporate in their development plan the activities that will improve the delivery of their services to their constituents. One important component is their service delivery is the proper management of their data and reports, in which, most if the barangay leader and staff don’t have enough knowledge and skills in improving this endeavor.
To augment the lacking skills of barangay leaders and staff in data management, the school of applied economics (SAEc) has implemented its extension programs to the different barangays in Davao City. As a start-off, the school has conducted the “Barangay Data Management Training” last October 22-23, 20152 at the USeP social hall. This training aims to equip the barangay officials and staff organizing and managing their data.
The training was attended by 80 participants from 42 barangays. The attendees were mostly barangay officials, staff and barangay health workers who are engaged in collecting data and preparation of reports. In42 barangays who participated, 20 were from district 1: 13 from district 2 and 9 were from district 3 barangays.
During the training, we have obliged the participants from each barangay to bring their own fully charged laptops, which were utilized during the data management workshops. Participants were able to learn the basics of data management, statistical analysis, pivot tables and data presentation and reporting.
The School of Applied Economics (SAEc) has aligned its programs with the University’s Vision and it was a great opportunity that the different barangays in DavaoCity were our beneficiaries in this program.
Truly, it is important for the barangay to learn how to maximize and use its resources effectively and efficiently so that such can rebound to economic gains that would allow the barangay to support the generation and delivery of local services to its constituents.
The tamugan national high school is located between 7015’04.23” N latitude and 125023’37.03” E longitude. The lot of school is occupying is covered by Certificate Title No. T -170114 registered under the name of the City Government of Davao. Boundary conflict arises between the among tamugan national high school, tamugan elementary school and the residents of barangay tamugan. In oder to settle the boundary issue, Principal Senaida Milando requested assistance from the College of Engineering for relocation survey.
This is a need based extension activity conducted by the College of Engineering upon the request of the barangay captain of tamugan, Davao City. The footbridge links sitio Sto. Niño to the Barangay Tamugan proper is already in bad condition and pose high risks to the passers. The foundations of the bridge lie in geologically unstable ground.
The extension program is implemented by the college of education in partnership of the House of Hope –SPMC. The main objective of the extension program is to provide basic competencies of children with cancer who has been hospital bound for a long times based on Basic Education Curriculum of the House of Hope. It further aimed to widen the outlook of life of the patients about life by building a community of love acceptance and compassion.
a. Children are developed academically, socially and spiritually;
b. Children education status continues to improve despite of the illness;
c. Parents have improved their guidance skills to their children;
d. Children were provided with basic skills, knowledge, attitude and values.
Problems encountered in the implementation of the program:
a. Irregular attendance of student patients due to medication;
b. Lack of cooperation of advisers and organization members; and
c. Playing and working area is very small.
Performance-based Incentive System (PBIS) is a new system of incentives for government employees introduces in FY 2012 under EO No. 801. The employees will receive two incentives under this system, namely the Performance-based Bonus (PBB) and the Productivity Enhancement Incentive (PEI). PBB is a top-up bonus which will be given to employees based on their contribution to the accomplishment of their Department’s overall targets and commitments.
Extension is one of the Major Final Outputs (MFOs) of SUCs. There are three indicators of extension as MFO4. These are the number of trainees weighted by length of training, percentage of trainees who rate the training as better or good and the percentage of persons given training or advisory services delivery as good or better.
The total target set for the number of trainees weighted by length of training is 3,391 while 80 percent is set indicators 2 and 3.
Capability building for extension coordinators happens twice a year. The purpose of the activity is to strengthen and enhance the competence of the faculty members in delivering extension services to the community. The activities undertaken include sharing of success stories & problems encountered; evaluation on strengths and weaknesses and planning.
The university of southeastern Philippines recently signed memorandum of commitment to support the operation of the Davao regional ecology center (DREC) was created in compliance with section 7, chapter 2 of the republic act 9003 otherwise known as the comprehensive ecological solid waste management. It is the center for information such as documentation of LGU best practices in SWM, lecture materials for training and IEC, information on best technologies for SWM, sample plans and, flyers; data base; and processing.
The objectives of DREC are:
To sustain and intensify the reach-out to LGUs and other stakeholders in order to increase participation and motivation towards solid waste management; and
Promote knowledge transfer in solid waste management thru networking.
DREC is spearheaded by the Environmental Management Bureau of the Department of Environment and Natural Resources headed by its Regional Director as an ex-officio chair. The member institutions include DOST,PIA, DTI, USeP, DepED, DILG, PNP, NEDA, DOH, DPWH and DA.
