BRIEF HISTORICAL EVOLUTION OF NBC 461

As early as 1982, Philippine Association of State Universities and Colleges (PASUC) started deliberating on a scheme of upgrading/promoting highly qualified and deserving faculty members through a process of objective evaluation so that there will be a uniform criteria/standard in all SUCs.

After several working papers presented and discussed with Department of Budget and Management (DBM), a Common Criteria for Evaluation (CCE) across programs and discipline was adopted and implemented under NCC 33 on January 2, 1985 retroactive July 1, 1984.  This plan provided for four (4) faculty ranks – Instructor, Assistant Professor, Associate Professor and Professor.

The three (3) components of the CCE are educational qualification with 85 points, academic experience and length of service with 25 points, and professional development and achievement with 45 points, or a total of 155 points.

A significant feature of NCC 33 is that the upward movement of a one word faculty was granted using their own item without the need to wait for a vacant item.

The enactment of RA 6758 (Salary Standardization Law) affected the salary grade levels of SUC faculty. Thus, authority adjustments were made until February 12, 1992, NCC 68 amended NCC 33.  However, NCC 68 was amended by NCC 69 due to some deficiencies on September 23, 1993.

Among the salient features are:

  • Maximum Point Allocation was increased from 155 to 165;
  • Earned Doctorate degree was required at the rank of Professor.

1994 gave birth to Commission on Higher Education (CHED). CHED whose mandate is to oversee the quality of Higher Education in the country, both public and private, reviewed NCC 69 and gave a comment that the instrument was quantitative and not qualitative and that there is a need for more emphasis on achievement and performance rather than on educational qualification.

Woven around this thematic focus, a Tripartite committee composed of DBM, CHED and PASUC was organized in 1996.  It took two (2) years to crystallize the revision along the thematic focus.  Finally, NBC 461 was issued on June, 1998 superceding NCC 69.  The salient revisions include:

The point allocation was modified from 165 to 299.  However, educational qualification remained as benchmark at 85 points and experience and professional services, and status quo at 25 points.  Professional achievement and honors increased from 55 points to 90 points.

Qualitative Contribution Evaluation (QCE) was adopted as validating factor of CCE.  Two levels of QCE were adopted:

  • QCE for Instructor and Assistant Professor is focused on teaching effectiveness;
  • QCE for Associate Professor and Full-pledged Professors is focused on research, extension and production on top of or in addition to instructional functions.

Modified Quota System.  The quota for Associate Professor was withdrawn.  The quota for Professor was increased to 20% across SUCs.  The quota for College Professors and University Professors was clarified.  One (1) SUC executive and one (1) faculty for every six (6) years.  The salary grade for College Professor was adjusted to Grade 30, the same as University Professor.

Evaluation Scheme.  PASUC Advisory, re: synchronization of the cycle periods for both SUCs and TESDA-assisted schools, provided that after the 3rd cycle period from July 1, 2001 to June 30, 2003, evaluation will be every two years.

It is expected that with this revision, greater productivity and excellence in higher education in the public sector shall be achieved.

The USeP Zonal Computerization Center Region XI shall be an active partner of the state institutions of higher learning in Region XI for the promotion of equitable professional advancement among the faculty leading to the development of a critical mass of professionals that respond to the requirements of quality in Philippine higher education.

MISSION

The USeP Zonal Computerization Center undertakes the review and computerization of faculty evaluation in the state or higher education institutions within the Davao Region in accordance with the established standards for the promotion of equitable professional advancement resulting in more improved faculty morale.

GOALS
Immediate

  • To produce timely and accurate results of computerized faculty evaluation in the state higher education institutions in Davao Region.

Developmental

  • To contribute substantially towards the improvement of faculty morale in the public higher education institutions.

OBJECTIVE

  • To review the faculty evaluation in accordance with established guidelines;
  • To computerize the faculty evaluation using a common program as well as standard methods and procedures;
  • To generate the prescribed reports of evaluation and computerization;
  • To insure the safety of records and other documents pertinent to the functions of the center.
