
The National Book Development Board (NBDB) recognized the Institute of Languages and Creative Arts (ILCA) as a certified Book Publisher under the Republic Act (RA) 8047, highlighting the importance of book publishing in national development. This certification strengthens the ILCA’s role in knowledge creation through its instruction, research, extension, and production mandates in the university.
Since its development in 2005, ILCA has been a beacon of excellence within the university. It is a dedicated source focusing on developing instructional materials, promoting language proficiency, cultivating creativity, and exploring cultural studies. ILCA delivers informative and engaging information catering to diverse learning styles and preferences by collaborating with exemplary writers and researchers from various academic units.
As a registered publisher, ILCA can publish books, textbooks, instructional materials (IMs), professional magazines, and book catalogs in languages, literary, cultural studies, and creative arts. This certification guarantees the protection of materials produced for the university and the community to transform lives through education and cultural appreciation.
ILCA Head, Mr. Francis N. Reginio, emphasizes the benefits of registration, “Now recognized by the NBDB, ILCA can directly apply for ISBN and ISSN from the National Library of the Philippines. These crucial standards ensure proper publication, dissemination, and metadata preservation of scholarly information.”
This ultimately strengthens ILCA’s publishing capabilities and contributes to the growth of the Philippine book publishing industry. Mr. Reginio further emphasizes that this registration solidifies ILCA’s ownership of the knowledge produced and the intellectual properties of researchers and teachers.

The ability to publish a wide range of materials will enhance our academic offerings and contribute to the intellectual growth of our students and faculty. Congratulations to ILCA on this achievement, and we look forward to the continued impact of your scholarly endeavors,” expressed Dr. Marnie Grace I. Sonico, Dean of the College of Arts and Sciences (CAS), supporting ILCA’s certification as a registered Book Publisher.
Associate Professor Sajed S. Ingilan, the Bachelor of Arts in English Language Program Head, highlighted during a courtesy meeting with the Dean, “NBDB certification provides significant benefits to faculty researchers and authors in the Language and Literature Programs at CAS. This certification enhances the Institute’s recognition and credibility, facilitating access to essential funding such as grants and subsidies crucial for our Institute’s operations. It also supports our Center of Development (CoD), acknowledged by CHEd for the Language Program, meets accreditation requirements, and the projects we undertake annually.”
Furthermore, NBDB certification enables us to forge connections within the industry, improve market access, and promote our work while upholding high-quality standards and ethics. He stated that this certification empowers faculty researchers and authors to expand their reach and contribute to the scholarship in linguistics, literature, and creative arts.
