Senator Legarda is a distinguished 4-term Senator who held the position of Senate President Pro Tempore during the First and Second Regular Sessions of the 19th Congress. She represented the Lone District of the Province of Antique in the House of Representatives of the Philippines from 2019 to 2022, where she notably served as the only Antiqueรฑa Deputy Speaker of the House. Senator Legarda holds prominent positions as the UNDRR Global Champion for Resilience, UNFCCC National Adaptation Plan Champion, Global Commission on Adaptation Commissioner, and Climate Vulnerable Forum (CVF) Ambassador for Parliaments. Her outstanding advocacy for environmental protection has garnered global recognition, earning her titles such as Global Leader for Tomorrow by the World Economic Forum and UNEP Laureate. Furthermore, she serves as the Global Ambassador for Disaster Risk Reduction, Climate Change, and Environment of the Women Political Leaders, demonstrating her commitment to women’s and children’s rights and her passion for promoting arts and culture.
Also, she passionately champions protecting indigenous peoples’ rights and leads efforts to free them from discrimination. Inspired by her affinity for tropical fabrics and native crafts, as well as her interactions with Indigenous communities across the country, she initially curated cultural exhibits showcasing the extraordinary talents and world-class products of Indigenous peoples. In 2011, serving as Chair of the Senate Committee on Cultural Communities, she successfully organized regional assemblies in Baguio City for Luzon IPs, in Iloilo City for Visayas IPs, and in Tagum City, Davao del Norte for Mindanao IPs. In addition, she spearheaded the First National Indigenous Cultural Summit, providing platforms for constructive dialogues with local, national, and international policymakers and institutions.
Senator Legarda supported the development of cultural villages of the Ata-Talaingod, Mandaya, Blaan, and Bagobo Tagabawa in various activities of their Schools of Living Traditions. She supported the establishment of the countryโs first permanent textile gallery called the Hibla ng Lahing Filipino: The Artistry of Philippine Textiles to celebrate Indigenous artistry and revitalize our weaving traditions, as well as the Baybayin Gallery, a permanent gallery that promotes awareness of the writing systems used by ancient Filipinos, and a gallery dedicated to our countryโs National Living Treasures, all housed at the National Museum of the Philippines.
In October 2012, the Senator launched the Hibla Pavilion of Textiles and Weaves of the Philippines, hoping to solve one of the greatest threats to Filipino indigenous artistry โ extinction brought about by apathy. Said exhibition was a highlight of the Manila FAME Design and Lifestyle Event 2012, showcasing the rich and colorful heritage of Schools of Living Tradition.
As a sign of gratitude for advancing IP concerns, the cultural communities of Mindanao adopted Sen. Legarda as โBae Matumpis,โ which means โThe one who takes care.โ For her outstanding work for the cause of Muslims, Loren was bestowed the title of Bai a labi (Honorary Muslim Princess) by the Marawi Sultanate league.
The Panay-Bukidnon from Visayas declared Sen. Legarda as a โdaughter of Panay-Bukidnonโ and gave her the name โCuyong Adlaw Dulpa-an Labaw sa Kadunggan,โ which translates to โshining sun rising in power.โ Finally, she was also named by the Cordillera Indigenous Elected Women Leadersโ League as โTukwifi,โ which means โBright Star.โ
