We are excited to introduce 𝐏𝐫𝐨𝐟. 𝐇𝐚𝐧𝐧𝐛𝐚𝐥 𝐇. 𝐁𝐚𝐫𝐚 as one of the plenary speakers for the upcoming 𝟏𝐬𝐭 𝐓𝐈𝐍𝐆𝐔𝐆 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐧𝐟𝐞𝐫𝐞𝐧𝐜𝐞, scheduled for 𝐎𝐜𝐭𝐨𝐛𝐞𝐫 𝟐𝟒-𝟐𝟓, 𝟐𝟎𝟐𝟒, at the 𝐖𝐚𝐭𝐞𝐫𝐟𝐫𝐨𝐧𝐭 𝐈𝐧𝐬𝐮𝐥𝐚𝐫 𝐇𝐨𝐭𝐞𝐥, 𝐃𝐚𝐯𝐚𝐨 𝐂𝐢𝐭𝐲, 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞𝐬.

Professor Bara is a Full Professor VI and is currently Vice-Chancellor for Research, Extension, and Innovation at Mindanao State University – Sulu. Before being designated as Vice-Chancellor, he was designated the Dean of the MSU-Sulu Graduate School from 1993 – 2012 and Director of the Institute for Peace and Development of Sulu from 2019 – 2022. His wealth of knowledge and extensive experience will broaden our consciousness of indigenous governance.

Professor Bara’s dedication to research, education, and peace-building is evident in his numerous publications and contributions to the field. He has authored six books and 30 published articles in the Hangadhulat Student Publication and MSU-Sulu Kissa Journal, covering various topics on Sulu history, Islamic Studies, and public administration. His insights on these subjects have undoubtedly contributed to the understanding and development of the region.

As the former Dean of the MSU-Sulu Graduate School, Professor Bara played a crucial role in expanding the school’s offerings and significantly impacting human development in Sulu. He organized the establishment of the Graduate School in 1993, starting with the Master of Public Administration program and later expanding to include a Ph.D. in Educational Management and a Master of Arts in Islamic Studies. These programs have allowed countless individuals to advance their education and contribute to the betterment of their communities.

In addition to his academic achievements, Professor Bara has been actively involved in peace-building efforts in Sulu. As Director of the Institute for Peace and Development of Sulu, he formulated a handbook on peace-building that guided local leaders in sustaining local harmony and pursuing lasting peace. His commitment to promoting a peaceful and harmonious society is commendable.
