About IPD
The Institutional Planning Division
(IPD) was created on October 13, 2009, by virtue of Special Order No. 153 s.
2009, to respond to the growing need to effectively carry out the University’s
development plans, projects and other related concerns, and to monitor their
implementation.

The University Planning Office (UPO) was created on October 13, 2009, by virtue of Special Order No. 153 s. 2009, to respond to the growing need to effectively carry out the University’s development plans, projects and other related concerns, and to monitor their implementation.
Specifically, the UPO is mandated to perform the following:
Special Management Committee for the Implementation of the USEP Strategic Plan
(Constituted by virtue of Administrative Order No. 04, s. 2010 dated April 27, 2010)
General Functions of the Committee
- Provides policy direction and support to USEP Strategic Plan.
- Approves proposed plans, programs and projects based on the strategic plan.
- Prepares project designs, annual Strategic Plan program and budget.
- Provides updates to the Board of Regents.
- Facilitates the conduct of Strategic Plan activities.
- Facilitates the conduct of training and other capability building activities to enhance change management competence of stakeholders concerned.
- Taps the services of the Public Information Office for its communication needs.
- Performs other related functions as mandated by the University President.
Specific Functions of the Administrative Cluster
- Designs and implements strategies and activities pertaining to the following areas of concern: Administration and Institution; Physical Plant and Facilities; Human Resource Development; and Financial Resources.
- Promotes participation of various stakeholders in the implementation of the plan’s strategies and activities for the areas of concern outlined earlier.
- Provides regular updates to the University President on the various activities conducted.
- Performs other related functions as mandated by the University President.
Specific Functions of the Academic Cluster
- Designs and implements strategies and activities pertaining to the following areas of concern: Academic Programs, Curriculum, and Instruction; Student Services; and Library Services.
- Promotes participation of various stakeholders in the implementation of the plan’s strategies and activities for the areas of concern outlined earlier.
- Provides regular updates to the University President on the various activities conducted.
- Performs other related functions as mandated by the University President.
Specific Functions of the Research, Development and Extension (RDE) Cluster
- Designs and implements strategies and activities pertaining to the Research, Development and Extension programs of the University.
- Promotes participation of various stakeholders in the implementation of the plan’s strategies and activities for the areas of concern outlined earlier.
- Provides regular updates to the University President on the various activities conducted.
- Performs other related functions as mandated by the University President.
Specific Functions of the Production Cluster
- Designs and implements strategies and activities pertaining to the production and income-generating programs and projects of the University.
- Promotes participation of various stakeholders in the implementation of the plan’s strategies and activities for the area of concern outlined earlier.
- Provides regular updates to the University President on the various activities conducted.
- Performs other related functions as mandated by the University President.
