USeP: first SUC in Mindanao to receive PQA Level III recognition


The University of Southeastern Philippines (USeP) received its official distinction as the first Philippine state university and college (SUC) in the Davao Region and in Mindanao to be given the Philippine Quality Award (PQA) with Level III for Mastery in Quality Management during the awarding ceremony at the Malacañang Palace on July 17, 2024. A Re-conferment and Thanksgiving Ceremony was held on July 24, 2024, at the University Gymnasium and Cultural Center (UGCC), USeP Obrero Campus, Davao City.

In her opening message, Vice President for Planning and Quality Assurance (VPPQuA) Dr. Tamara Cher R. Mercado recounted the experience of the University in its quest for the PQA recognition, from the application to the actual visit for the PQA- from the loss of internet connection to the torrential rains that almost hindered the visit- that actually strengthened the resolve of the University community to achieve the award.

PQA Foundation, Inc. President Mr. Ruy Y. Moreno, in his message, congratulated the University as well as encouraged the community to produce and develop students to become entrepreneurs that will transform Geographically Isolated and Disadvantaged Areas (GIDAs) and earn income and improve quality of life.

Director Lilian Salonga of the Competitiveness Bureau of the Department of Trade and Industry (DTI), who led the re-conferment ceremony, stated that PQA is the highest level of national recognition for exemplary organizational performance whether it be in the private or public sector. Director Salonga also said that the achievement underlines the efforts and dedication of the community for creating a culture of quality and perseverance to provide quality service to stakeholders.

“We do not stop here. This honor serves as a witness to our dedication and as a challenge to strive even higher,” USeP President Dr. Bonifacio G. Gabales, Jr., underscored the commitment of the University to continual improvement in his acceptance speech.
President Gabales also thanked the people behind the success of the award application. “This accomplishment is not solely a product of the previous and incumbent management or administration but a concerted effort of all members of the University community, including our partner institutions and oversight agencies.”

PQA Consultant Engr. Angelica C. Fraginal; Philippine Association of State Universities and Colleges (PASUC) Region XI Regional Chair Dr. Joy M. Sorrosa, represented by Dr. Lilybeth M. Matunhay – President, Davao de Oro State College (DdOSC); Development Academy of the Philippines (DAP) Vice President Mr. Arnel D. Abanto, represented by Ms. Melani Garcia-Mercader; Commission on Higher Education (CHED) Commissioner and USeP Board of Regents (BOR) Chair, Dr. Aldrin A. Darilag; and Davao City Councilor Pilar C. Braga extended their messages of congratulations to the University. Their messages also implied that the University will now have a unique opportunity to pose as a role model for other SUCs in the region- emphasizing the importance of sustainability and collaboration to maintain the quality of the award.

Immediate past President of USeP Dr. Lourdes C. Generalao thanked the University community for being true to the commitment and dedication to the vision she has led way back in 2015 when she was yet applying for the University presidency. “I always have the firm belief in the competence, resources, and people of USeP to reach greater heights. This is not the end of the PQA journey but only a beginning,” Dr. Generalao said.

Also present in the ceremony were the members of the USeP BOR; University Officials, faculty, non-teaching personnel, and student leaders; representatives from CHED Regional Office XI; Commission on Audit Regional Office XI; Social Entrepreneurship, Technology, and Business Institute Foundation Inc. (SETBIFI); and Presidents of SUCs in Region XI.

USeP Quality Assurance Division Director Dr. Reynaldo M. Nogodula formally wrapped up the ceremony with his closing remarks.
