This newly established office primarily supervises the university-wide institutional infrastructure development and planning, assuring and monitoring the performance quality of the university, and administers all University’s resources that generates additional income. Hence, The office is divided into 3 divisions namely: [1] Institutional Planning Division, [2] Quality Assurance Division, and [3] Resource Management Division.

The Office of the Vice President for Planning, Quality Assurance and Resource Management functions with the following specific Duties:
Special Order No. 004, s.2016, Office of the President, USeP
1. Coordinate with other Vice Presidents for the formulation of a uniwide University development plan and submit monitoring and evaluation reports;
2. Review existing and potential institution resources, regulatory impacts, financial analysis and statistical indicators to assess the competitive position of USeP in driving strategic development and analyze their financial and operational impact;
3. Formulate policies and procedures for institutional quality assurance;
4. Lead accreditation, certification and assessment initiatives while maintaining effective linkages with regional, national, and international quality assurance and accrediting agencies;
5. Lead in the development and implementation of a master plan for University infrastructure and facilities;
6. Ensure that the University applies sound and responsive business practices while adhering to regulations, policies, procedures and industry standards;
7. Establish linkage with different SUCs, bureaus and agencies in Region XI, in the country, and abroad;
8. Represent the University President in committee meetings and other conferences when requested or assigned;
9. Prepare yearly/annual reports along planning, quality assurance and resource management concerns, as well as, correspondence and other reports that the University President may require;
10. Perform such other functions as maybe provided by law or other related functions assigned by the University President; and
11. Exercise general supervision, direction, monitoring and evaluation and coordination of the operations and activities of the following divisions:
- Institutional Planning Division
- Quality Assurance Division
- Resource Management Division
