Mr. Jenny L. Abasto Joins Prestigious DELITES Workshop


The University of Southeastern Philippines College of Education (USeP-CEd) proudly congratulates Mr. Jenny L. Abasto, Sign Language Interpreter, for his participation in a prestigious workshop organized by the Center for Education Advancement of the Deaf (CEAD) at De La Salle-College of Saint Benilde Inc. (DLS-CSB-CEAD). This significant event, in collaboration with the University of Notre Dame (UND) and the United States Agency for International Development (USAID), titled “Deaf Education Language of Instruction and Transition in Education System (DELITES),” was held on July 17-19, 2024, at Benilde HIFI Manila, Philippines.

The DELITES workshop, part of USAID’s Supporting Holistic and Actionable Research Education (SHARE) initiative, offers a unique platform for addressing ongoing challenges in Deaf education and exploring innovative interventions. Mr. Abasto’s extensive experience and expertise in this field have been invaluable in conducting research and implementing data-driven procedures, significantly contributing to the workshop’s success and providing critical insights for Deaf education in the Philippines.

As a distinguished participant, Mr. Abasto had the opportunity to engage with other key stakeholders and collaborate with USAID and the Ministry of Education to further their research objectives. He also gained access to the workshop’s final report, aimed at enhancing the learning and language outcomes for Deaf students in the Philippines. His contribution is a manifestation of USeP’s commitment to fostering an inclusive environment.

Mr. Abasto shared his thoughts on the experience:

“I am thankful and grateful for the rare opportunity to be one of the 25 selected participants from across the Philippines invited to the three-day System Diagnostic Workshop organized by the Center for Education Advancement of the Deaf at De La Salle-College of Saint Benilde Inc. (DLS-CSB-CEAD), in partnership with the University of Notre Dame (UND) and the United States Agency for International Development (USAID).

Deaf education faces numerous challenges that hinder the academic and social development of Deaf students. Addressing these challenges requires a multifaceted approach involving collaboration among educators, researchers, policymakers, and other stakeholders.

The workshop, focused on Deaf Education Language of Instruction and Transition in Education System (DELITES), is a pivotal part of USAID’s initiative, Supporting Holistic and Actionable Research Education (SHARE).

Participating in this workshop from July 17-19, 2024, at Benilde HIFI Manila, Philippines, was an enriching experience. The event provided a unique platform for stakeholders to come together and address the pressing challenges in Deaf education. The collaborative atmosphere and the exchange of ideas among experts were truly inspiring.

As a Sign Language Interpreter and Deaf advocate, I found the discussions on improving learning and language outcomes for Deaf students particularly valuable. The insights gained from this workshop will undoubtedly enhance my ability to contribute meaningfully to research and the implementation of data procedures to improve Deaf education in the Philippines.

My participation in this workshop underscores the advancement of Deaf education, particularly in Higher Education Institutions (HEIs). Emphasizing the importance of accessible learning environments and support systems, I shared strategies and best practices that can be implemented to enhance the educational experiences of Deaf students at the tertiary level. We also discussed and addressed issues related to the implementation of RA 11106 (Filipino Sign Language Act of 2018) and other related provisions.

Meeting and working with other stakeholders, including representatives from USAID and the Department of Education (DepEd) Central Office, was a privilege. The networking opportunities and the shared commitment to advancing Deaf education were highlights of the workshop.

I appreciate the well-organized logistics, including the comprehensive pre-workshop materials, comfortable travel and lodging arrangements, and the provision of lunch and refreshments. The workshop structure as a whole was commendable.

This experience has broadened my perspective and reinforced my dedication to advocating for the Deaf community. I am eager to apply the knowledge and strategies discussed during the workshop to help overcome the challenges in Deaf education, particularly the language deprivation that hinders the educational progress of the Deaf community.
