In accordance with Executive Order No. 330 and as approved through BOR Resolution No. 2866-A S.1999, the University has adopted the Expanded Tertiary Education Equivalency and Accreditation Program which pertains to comprehensive educational assessment program that recognizes, accredits, and gives equivalencies to knowledge, skills, attitudes, and values gained by individuals from relevant work. These programs can be delivered through face-to-face, virtual, or blended-learning in conducting competency-based assessments.

The Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP) is an educational assessment scheme that recognizes knowledge, skills, and prior learning obtained by an individual from non-formal and informal training and relevant work experiences. Through this program, an individual may be granted a diploma for a degree after a competency-based evaluation from established equivalency competencies standards and a comprehensive assessment system employing written tests, interviews, skills demonstration, portfolio, and other creative assessment methodologies administered by designated assessors or faculty experts.

The Expanded Tertiary Education Equivalency and Accreditation Program (ETEEAP), being implemented pursuant to Executive Order 330 of 1996, is an educational assessment scheme, which recognizes knowledge, skills, and prior learning obtained by an individual from non-formal and informal education experiences. Through this program, an individual may be granted a diploma for a degree after a competency-based evaluation from established equivalency competencies standards and a comprehensive assessment system employing written tests, interviews, skills demonstration, portfolio, and other creative assessment methodologies administered by designated assessors or faculty experts.
In pursuance of its mission, and in consonance with the objectives of the Commission on Higher Education (CHED), USEP, starting in 2004, shall undertake its privileged role as one of the deputized Higher Education Institutions (HEIs) to implement the ETEEAP. The USeP-ETEEAP commits itself to contribute to the development of globally competent teachers, technologists, engineers, foresters, environment resource managers, administrators, and business leaders through academic equivalency and accreditation of relevant learning and experiences gained in the workplace.
At present, four (4) academic programs are available through ETEEAP, to wit: Master of Public Administration in the College of Development and Management in USeP-Mintal Campus; Master of Business Administration in the College of Business and Administration; Master of Industrial Technology in the College of Technology, and Master of Education Major in Educational Management in the USeP-Obrero Campus.

- Partnership between the industry, professional associations, professional regulatory bodies, and the academe.
- Promotion of career guidance, self-evaluation, and further competency enhancement.
To accredit and assess prior non-formal and informal learning of individuals towards the granting of equivalency certificates and awards in higher education through:
- developed instrument to determine the learning competencies of applicants;
- developed models of instructional materials for the use of ETEEAP students; and
- supplementary course delivery system (SCDS) which includes self-instructional modules, face-to-face learning sessions, and one-on-one tutorials.
- To act as a channel for the industry to have access to educational opportunities through the ETEEAP scheme.
- To provide consultancy services and other forms of assistance to campuses and other institutions of higher learning offering the same scheme.
- To assist the USEP Management in the development of internal policies and systems of program implementation consistent with R.A. 330.
